Steel Guru : 100 days agenda of ministry of Heavy Industries & Department of Public Enterprises

Mr Vilasrao Deshmukh honorable minister of Heavy Industries & Public Enterprises today released the Agenda for 100 days of his ministry. Some of the noteworthy initiatives of the ministry for to be actioned during the first 100 days of the Government are:
Department of Heavy Industry

1. Agreement for international acquisition of Super Critical Boiler & Generator Technology to be taken forward by way of placing orders for such equipment on BHEL. This would be a major step towards ensuring the long term energy security of the country.

2. The Department of Heavy Industry will take steps to obtain early approval of the Schemes for Enhancing the Competitiveness of the Capital Goods Sector.

3. Steps would be taken to revitalize the commercial vehicle sector with a special focus on transport vehicles be procured under the JNNURM Program.

4. As an integral part of the Automotive Mission Plan 2006-16, initiative would be taken to set up a National Automobile Design institute.

5. DHI would take steps to follow up the creation an Automotive Development Fund to help finance the modernization of the auto component industry.

6. DHI would examine the feasibility of setting up of auto parks as well as augmenting and improving infrastructure facilities in existing auto clusters.

7. Continuing its on going efforts to revitalize sick PSEs, DHI would finalize the restructuring policies in respect of HPC, BSCL, BBUNL and HSL.

8. DHI would endeavor to formulate a comprehensive energy efficiency plant for all its PSEs.

9. In keeping with the recommendations of the 2nd ARC, a proposal to recast the Allocation of Business Rules would be finalized.

10. A comprehensive MoU would be drawn up by DHI on Performance Management in the Department.

11. DHI proposes to draw up a comprehensive plan for skill development in automobile, heavy electrical and engineering and machine tool sectors.

12. The Dholchara Hill Training Centre being built at Silchar in Assam under the NATRIP project would be commissioned.

13. The EMC Lab being built at VRDE, Ahmednagar in Maharashtra under the NATRIP project would be commissioned.

14. DHI proposes to replicate the Chennai Intelligent Transport Project in Mumbai and Delhi.

15. Forging Industry Research Institute of India being developed at Chhakan, Pune, Maharashtra would be commissioned.

16. BHEL would complete synchronization of several thermal and hydro projects, enter into MoUs with State Government power generation companies for JV for super critical thermal power plants and take further initiatives to supply stainless steel energy efficient EMU coaches to Indian Railways. Further, CCI would expand capacity at its factory at Bokajan in Assam and set up a new cement grinding unit at Silchar, Assam.

Department of Public Enterprise

17. DPE shall publish the first All India Survey of the State Level Public Enterprises which will enable setting up of an efficient management system for SLPEs.

18. DPE proposes to bring out guidelines for a comprehensive policy on corporate social responsibility for CPSEs covering all aspects i.e. planning, implementation, funding and monitoring of CSR activities undertaken by them.

19. DPE proposes to introduce a new category of Maharatna classification for big sized, high profit CPSEs which will grant them substantially enhanced delegated powers in investment, mergers and acquisitions etc.

The agenda drawn up by the ministry of Heavy Industries & Public Enterprises is a commitment of the Ministry to take concrete and significant action with a view to catering to long term energy security of the country, revival and restructuring of PSUs and boosting the Auto and Capital Goods Sectors.
