Guiding principles for resolution of stuck national highway projects under MoRTH

TOI reported that taking cognizance of a number of stuck national highway projects under execution by the ministry of road transport and highways (MoRTH), the government constituted a high powered committee of senior officers to delineate a framework of guidelines for finding resolutions.

Accordingly the said committee - a group of senior officers- deliberated on the issues and finally recommended a set of guiding principles. On the proposal to consider placing the matter before the Cabinet Secretariat, committee advised the MoRTH that the said proposal was not required to be placed before the Cabinet so long as it did not entail any amendment of a prior decision of the cabinet.

Accordingly, since the proposed guiding principles did not entail any amendment of a decision taken on the cabinet. The proposal was referred to the department of expenditure ministry of finance. The department of expenditure, ministry of finance have opined that as the proposed guidelines for resolution of stuck national highway projects have been formulated based on the recommendations of high powered group of senior officers of which secretary, expenditure was also a member and, therefore, this department has no further comments to offer on this issue.

Accordingly, the guiding principles for resolution of stuck projects under execution by MoRTH/ NHAI/ NHIDCL through various modes of execution such as BOT (Toll/Annuity/HAM) Item rate, are enclosed for further necessary action by the concerned project execution agencies.
