Indonesia government to issue new regulation on coal permits

The Jakarta Post reported that the government is in the process of issuing a new regulation on coal miners, which is aimed at strengthening the position of the government. Under the planned regulation, contracts of work (PKP2B) will be replaced by the special mining permit (IUPK). Energy and Mineral Resources Ministry mineral and coal Director General Bambang Mr Gatot Ariyono said the planned regulation was part of the efforts to reform the mining license arrangement after implementing a new permit arrangement for the mineral sector.

He said referring to Government Regulation No. 1/2017 that regulates the change of permit for mineral companies from the PKP2B to the IUPK “[Gold and copper ministers] Freeport [Indonesia] and Amman have the legal basis for the IUPK. Therefore, we also need it [a legal basis] for the PKP2B holders.”

The change in the permit for coal and mineral companies was stipulated in 2009, when the government and the House of Representatives issued Law No. 4/2009.
