In the public procurement procedure for the construction of the second track, for section 2, 2TDK received 14 applications for participation in a timely manner , in the second phase it will invite 10 candidates with recognized ability to submit tenders .

The procedure for both public procurements for the construction of the second track is two-stage, in the first phase the candidates prove their qualifications, and in the second phase the price will decide. 37 kilometers of tunnels, two viaducts and the entire lower structure of the line will be built.

Although the railway is just 27km long, 20.5km of it will run through eight tunnels, three of them more than 6km in length. Adding in service and exit tunnels, in all, 37.4km of tunnels will need to be built. The project will add a second, and more direct, railway between the cargo-port city of Koper on the Gulf of Trieste and Divaca, near the Italian border, where it will plug into trans-European rail networks.

The first railway, built in 1967, is just under 46km long. It needs constant maintenance, which limits its capacity.
