Certificate of Origin - COO

The Certificate of Origin is required by many countries for clearing goods from customs at destination. Letters of credit often require the Certificate of Origin as part of the negotiable document set. The Certificate of Origin is completed by the seller, and made official by a local Chamber of Commerce or trade association.
Definition of a Certificate of Origin
A document in which the exporter certifies to the place of origin of the goods to be exported.
Purpose of a Certificate of Origin
Many countries have customs/tariff regulations restricting the importation of goods from certain countries, or regulations limiting by country the amount of a particular commodity which can be imported. This may be due to political considerations, or simply for the protection of local industry. It is also used to establish whether or not preferential duty rates apply.
The seller must provide the buyer with proof of the source of goods shipped to the buyer. The Certificate of Origin is the seller's written certification as to the source of goods. The definition of "source" varies from country to country, and can include the location of value added and how much, manufacturing location, and / or selling point. Generally, the Certificate of Origin contains the same information as the Commercial Invoice.
Sometimes these certificates must be legalized by the counsul of the country of destination, but more often they may be legalized by a commercial organization, such as a Chamber of Commerce, in the country of manufacture. Such information is needed primarily to comply with tariff laws.
Process for a Certificate of Origin
Seller obtains a Certificate of Origin for the products to be shipped from the Chamber of Commerce or trade association.
The Certificate of Origin is included in the negotiable document set.
